Civilian protection

Responsibility remains connected to agency; populations, voters, taxpayers, ethnic groups, and other civilian categories are not substitutes for political power.

Definition

The civilian line rejects collective guilt and intentional attacks on people merely because they belong to a population associated with an institution or conflict.

Also used here as: civilian line, individual responsibility over collective guilt.

Why it matters

A theory of resistance that turns whole populations into fungible representatives of power reproduces one of domination’s oldest tools. QAEDA’s political research therefore remains non-operational and rejects attacks on civilians.
