Decentralization

Definition

QAEDA treats decentralization as error containment and institutional plurality, not as a claim that every local or distributed actor is wise. Coordination and accountability still matter.

Also used here as: polycentricity, distributed authority.

Why it matters

Multiple centers can preserve alternatives, redundancy, and local adaptation. They can also fragment responsibility, so the strongest form is plurality with interoperability and mechanisms for conflict resolution.
